Municipal Representatives
Debbie Zimmerman (Chair)

A Councillor for the Regional Municipality of Niagara, Ms. Zimmerman is now in her 30th year of committed service to the public, which began when she was elected Alderman for the Town of Grimsby.  She was Niagara Regional Chair from 1997-2003 in which she managed a budget of over $500 million.  Ms. Zimmerman has served on many Boards and commissions at the regional and provincial level.  She is also Chief Executive Officer of the Grape Growers of Ontario.

Margaret Black

Ms. Black is Mayor of the Township of King, Councillor for the Regional Municipality of York and also a lawyer. She currently serves on a number of York Region committees including the Finance and Administration Committee.

Doug Craig

Since entering municipal politics in 1994, Mr. Craig has chaired several municipal committees and held several leadership positions at the City of Greater Sudbury, including Acting Regional Chair. Mr. Craig is currently the Deputy Mayor of the City of Greater Sudbury and Chair of Greater Sudbury Utilities Inc.

Larry Ryan

Mr. Ryan has been with the Region of Waterloo for nine years and served as its Chief Financial Officer since 1997. He has worked on a number of provincial committees and is a member of the Municipal Finance Officers’ Association of Ontario.

Cliff Jenkins

Mr. Jenkins was elected to the City of Toronto Council for Ward 25 (Don Valley West) in 2003.  Mr. Jenkins has a B.Sc from Mc Master University, and a M.Sc. and B.Ed.  from the University of Toronto.  Before joining the public sector, Mr. Jenkins had a distinguished career with IBM Canada Ltd. and served as past President of the York Mills Ratepayers Association.

Steven Robinson

Currently the Chief Administrative Officer for the Town of Cobourg, Mr. Robinson is also a past president of the Association of Municipal Managers, Clerks and Treasurers of Ontario. In addition, he currently serves as a Board member for a number of associations such as the Ontario Municipal Administrators Association and the Municipal Health and Safety Association and is a past member of the Ontario Municipal Management Institute.

Al Edmondson

Mr. Edmondson is Mayor of the Township of Middlesex Centre, past owner of a wholesale lumber business, a former teacher of 32 years, and currently runs a chronic care and retirement home for horses with his wife. He is presently a Director on the London Middlesex Board of Health, Western Fair Board and on London Middlesex Elgin VON. Mr. Edmondson's municipal involvement spans more than 15 years.

Lloyd Russell

Mr. Russell is the Commissioner of Finance and Treasurer for the Regional Municipality of York. He spent many years in senior finance roles with the City of Ottawa, Nepean and London.  In addition to his extensive municipal experience, Mr. Russell held a number of operational and policy positions with the Ontario Ministry of Education, the Ontario Housing Corporation and the Bank of Montreal.  He is a Certified General Accountant and a member and past chair of the Municipal Finance Officers Association of Ontario.  Mr. Russell is a former member of the Government Finance Officers Association and their Committee on Canadian issues.

Douglas Jure

Mr. Jure is a Vice President of the Yonge-Bloor-Bay Business Association, a Director on the Board of Management of the Bloor-Yorkville Business Improvement Area, and President of Toronto Standard Condominium Corporation No. 1541. In 1995, he established his own corporate communications and government affairs consulting firm, Douglas Jure & Associates. Mr. Jure also completed 20 years of service with the Ontario Government before joining the private sector.

Laura Leyser

In addition to being a full-time Realtor, Laura Leyser is an Honourary Life Member, Past President and Certified Instructor of the Ontario Real Estate Association & College and a well respected Member of the Huron Perth Real Estate Board since 1988. Laura continues to support the Children's Miracle Network with every transaction.

Lorraine (Lori) J. Shalhoub

Ms. Shalhoub is Vice President - General Counsel / External Affairs and Public Policy for Chrysler Canada and a proud native of Windsor. She has served on a number of Boards over the years which included the role of Chair on many of them. She is currently a member of the Board of Directors for the Canadian Manufacturers and Exporters (Ontario Division) and the Canadian Industry Program for Energy Conservation (CIPEC). Ms. Shalhoub holds a Masters degree of Law from Wayne State University, a Bachelor of Law degree, and a Bachelor of Arts with Honours in Communication Studies from the University of Windsor. She is a member of both the Michigan and Ontario Bar, the Law Society of Upper Canada, Essex Law Association, and the Canadian Vehicle Manufacturers' Association.

Jacques Hétu, FCGA

Mr. Hétu is a board member of several associations such as the French Association of Municipalities of Ontario, Organization of Small Urban Municipalities and Association of Municipalities of Ontario. He also serves on several provincial, national and international committees related to fiscal matters. Mr. Hétu was also the National Treasurer of CGA Canada.

Victor Fiume

Mr. Fiume is General Manager of The Durham Group, whose core businesses include land development, home building and residential rental properties. His previous experience includes managing a large land lease community and portfolio of residential, commercial and industrial rental properties in Toronto. Mr. Fiume has been involved in the housing industry for over 30 years. He is past President of both the Ontario Home Builders' Association and the Durham Region Home Builders' Association. He served as an Associate Member of the Tarion Warranty Corp. Board of Directors, on advisory committees, councils and task forces related to housing issues Province wide.

Bas Balkissoon M.P.P. (Vice-Chair)

Mr. Balkissoon currently serves as Parliamentary Assistant, Ministry of Health and Long-Term Care. In November 2005, after a distinguished career in municipal politics, he became M.P.P. for Scarborough-Rouge River. Mr. Balkissoon has demonstrated outstanding leadership and commitment to a number of issues which has earned him recognition for his wholehearted commitment to the community he serves, public service, and to public accountability. He has served on a number of committees and boards including Toronto's Budget Committee, Toronto Audit Committee and the Scarborough Homeowners Alliance for Fair Taxation (SHAFT) as founding President.

Steven Delaney

Mr. Delaney is currently Chief Executive Officer of Global Technology.  Prior to his current appointment, Mr. Delaney was Chief Information Officer of PCA Services, a Canadian healthcare company.  Mr. Delaney served as Head of Quality Assurance for RBC worldwide and also held the position of Vice-President of Systems Development at BCE.  He has an MBA from York University and an Honours BSc. from the University of Toronto.
